You can freeze fish without cleaning it but only for a short time. This is done all the time on the Long Range fishing trips out of So. Ca.. The fish are placed in a brine solution immediately after being caught where they are frozen until the trip is completed, but only for a few days. They must be frozen quickly after being caught and then cleaned asap. If not done properly it can be dangerous. Best practice is to clean before freezing.

In most cases you shouldn't freeze uncleaned fish. The bacteria in their gut which is used to break down their food is potentially harmful even when the fish has been frozen. The exception is salmon, who because they do not feed in freshwater do not produce this bacteria in their gut and are safe to freeze whole and clean at a later date.

If you're gonna mount the fish, then ya, it's ok. In fact, my husband's best friend caught a 10lb 10 oz. bass last night. He iced it down in an ice chest and then my husband put it in the freezer for him and made sure all the fins were lying down pretty. It was a beautiful fish.
But if you're gonna eat the fish, then you really need to clean them before you put them in the freezer.

FYI, if one is freezing whole fish with out removin' entrails, it's because it is the procedure for the fish to be mounted (Taxidermy).
As for eatin' I don't advise it ~ taste of fish after thawing and the possibility of other problems. These be my personal thoughts, mainly because I ain't never been confronted with this before ;(...
My own fishin' rule, "Quicker the clean, the better the chow-down":) :) :) ...

u definately do not want to do this. clean the fish or fillet BEFORE you freeze it. the problem lies in while you are thawing it out you risk more chances of contamination of the "meat". u wouldnt do that to a deer now would u? no u wouldnt.
