It really doesn't matter. You might just want to use "Joe and Ann" if you aren't certain she will be taking his name. But any way is acceptable. Personally, I loved seeing Mr. and Mrs. Joe Smith on my envelopes. It was the first time I got to see my new salutation in writing:)

will make you look illiterate.
The two correct forms are:
Mr. and Mrs. Joe Smith
and
Ann and Joe Smith (woman always first in this format)

It doesn't really matter. I got married in August and it was nice to see our first names and new last name together. Joe and Ann Smith.
