Solid gold should not turn your neck green. If it is plated with real gold, the plating could be wearing off.
If you are convinced it is solid, then it needs to be cleaned.

If gold in excess of 14 karats causes black or dark green marks on the skin, there is only one reason: an iron deficiency. If a person has an iron deficiency, the hemoglobin in the blood is less able to carry oxygen. Iron is not all that dissimilar from gold, chemically speaking. If a person with an iron deficiency wears gold consistently, a black or dark green mark will form over the area where the gold touches the skin. The process by which this happens is not fully explained, but it's theorized that the hemoglobin in the blood migrates toward the gold, causing bursting of minor blood vessels in the affected skin, creating a black or dark green bruise-like color.

Real gold isn't the same as pure gold. Gold is mixed with an alloy metal. 22 carat is closer to pure than 14 carat, for instance.
So it's the other metal turning you green. Sounds like this necklace is starting to wear, maybe the gold plating has worn off.
Maybe you could protect the rest of the finish with the kind of lacquer they apply to brass fixtures to keep them from tarnishing.

Mybe it's not real gold. Real gold doesn't turn you neck green, fake gold does. Don't wear the same necklace for year and years to come. Exchange necklaces. Buy some at the Dollar Store (JUST KIDDING). While your taking a showers, just don't wear your necklace, and wash that place throughly. It could be just from bacteria. Don't wear that necklace!

Get some cleaning solution.I have a white gold necklace and if you wear it all the time your sweat and other things will get on the necklace.Then once you sweat with it on it will turn your skin a color.It happened to me in the shower.I waashed my body then i look down and i had teh soap a bluish green color.

Much of this has to do with the acidity of your skin and the material the mount is made of. The mount is the metal holding your stone. If its a cheap one with lots of copper/nickel in it and you have a high acidity level then perhaps it is possible for it to turn you skin a bit green, but in order for that to happen (skin turn green) it would have to be in rather consistent contact with your skin. Now in order for it to rust it would have to be made of a ferrous material (iron). Most likely not. As far as the pool goes as long as the chrome coating last all is still good. In all likely hood you will be fine over all and will have no problems in regard to those things you had a question about

If it is made out of sterling silver, surgical steel or real gold it will not rust or turn your neck green but, if you are not sure I wouldn't risk it. Also the string fabric will deteriorate when it comes into contact with the chlorine. This has happened to many of my chokers and anklets.
