My Bichon puppy did the same thing. I bought a non-spill bowl and, even though he got into the bowl, he couldn’t overturn it so there was always water available. Your local pet supply store can help you select an appropriate bowl.

Little puppies think that water in a bowl is fasanating so they try to get the water out of the dish and spill it everywhere like any other kid or puppy
You should put his water dish on your porch (if you have one)
and have it caged in so he won't run off.
This will fade as he gets older

They sell no tip bowls in PetSmart the way they are designed it's hard for a dog to pick them up or pull them over, and since a Pom is a little dog it will be harder for him to spill. Also they sell raised feeders where the bowls are off the ground in a metal holder which would make it hard for your dog to tip over.

I have 2 of those too!(actually mixed)5months old
Try getting a sturdier,flat bowl.One where it is harder to tip over,they sell at petsmart.I got two of them,where you screw on a water bottle.It works well,only problem is sometimes the water bottle gets loose and they play with it in the yard.Works for now,I'm going to replace it with an automatic waterer,so the bugs dont get in it,and I dont have to replace the water every hour.

Try using a heavy crock bowl.Maybe the little guy will not spill that as easily.Good Luck!!!

Get a sturdy dish he can't turn over. There's nothing to a 5 month Pomeranian, so what you have now must be very flimsy.
