It seems like the only time a person is considered a serial killer is in extreme cases...for example, Jeffery Dahmer.
On the other hand you can read in the newspaper any given day about a 'gang banger' who was FINALLY arrested. This gang member has a rap sheet 20 feet long and is suspected or known to have killed 3 people over this-that or the other thing. BUT he is never labled as a serial killer.

The big difference is that people like the gang banger commit random acts of violence with complete indifference to the law with the intent to further their lifestyle, ie, drug trafficking or other such activities.
Serial killers are calculating there next kill and live by a planned method to carry it out. They do not commit random acts of violence and are most of the time educated, hard working and well liked around the community.
The serial killer stalks his prey like a lion on the African plain. They have an exact target and the motive is to fulfill some sick desire in their mind. He knows the value of the human life and finds the taking of said as the ultimate trophy.
The gang banger just kills at random to eliminate people in his way. He is a thug with indifference to human life.
