If your friend called the county assessor to come out to 'appraise his property', he got exactly what he asked for. Now that the county assessor is aware that the house is worth more than previously, you're going to have a very difficult argument changing the assessor's judgment and decision. All your friend can do is to observe valuations on properties which are similar in value to his, and compare his valuation for tax to theirs.

You can't have it both ways. Property tax is based on the value of the property. Counties periodically reassess property and then adjust taxes.

I don't know why there should be a connection between what should be a private appraisal and a county reassessment so they probably are not connected. It sounds like a coincidence that they both occurred at the same time.

the owner of a house is responsible for paying the valuables taxes and the quantity owed each and each 300 and sixty 5 days is pushed by potential of the state, county and municipal funds products that are coated by potential of the tax revenues, and in share to the equalized value of the valuables in comparison with different comparable homes interior the section. So, in case you have an quite wealthy community (or a severe-valued agency or application assets placed there), yet a small government funds, your taxes could be low.
