hi, i think it might be a good idea to seek some professional help first- just to make sure it isn't an allergy or a medical problem...i think it's unlikely that it is- possibly it's a reaction to the heat, strong sun, and pollution.
make sure that you splash you face with clean water several times a day, to wash away any foreign bodies (dust, debis, dirt, chemicals from fumes etc) that would have settled on the skin, and contributed to the itching and rashes...make sure that u use a facial scrub twice a week- this unclogs ur pores, and helps ur skin breathe again. it's a very imporatnt step in skin care.
because ur skin is dry, u should use a moisturizer regularly. ..use a light mositurizer that is absored into the skin easily without leaving any greasiness, evry morning after a bath. at night, before going to bed, make sure ur skin is clean and u;ve removed all traces of make up and skin care products. let your skin breathe!
u say that there is a burning sensation as well...this could be because of excessive exposure to the sun...
for sensitive damaged skin like yours, avoid using any harsh chemical products (unless prescribed by a doctor)- stick to gentle natural remedies...aloe vera honey rose water apricot oil are all very good for damaged skin that is dull dry and has rashes. sandalwood is also very good.

I am not a doctor. I suggest you may visit a pathologist and get your blood examined for sugar percentage. First sample is to be given in the morning,before you had your breakfast. Second sample is given 9o minutes after you had taken full lunch. Your itching sensation might be indicating onset of diabetes.

Me too, dry itchy red and can't go out in the sun. Cortisone with aloe work well for me and then I tried my kids Acne free (just like Pro active) and I feel normal again.

Whatever it is, you'll probably need cortisone or cortisone + an antifungal to treat it, and that means you should go to a doctor. (You can buy cortisone OTC, but you have to be careful putting it on your face, it can cause skin problems itself, so see a doctor!)
