Unbaked as per the recipe. If a recipe wants you to prebake it, the recipe will state that. In the case of pumpkin pie (and apple pie), the crust bakes while the filling is baking.

You bake the pie then add then spread your layer of pumpkin and then spread your condensed milk at the top. You may like to mix your condensed milk with lemon juice ,do not add too much or it may be too sour.
