There are many different answers to your question. It depends on if you are placing or looking to adopt. Since we are looking to adopt a baby in the US, this is what I will answer with:
The adopter needs to have a Home Study completed. Once this is completed they can eiether be connected to a Birthmom on their own and help them find assistance through an Agency. Or they can have an Atty finalize the adoption without Agency assistance (it is really whatever the birthmom needs and wants). Another way to be connected is the adopter will sign on with an Agency and birthmoms who need Agency assistance will look through this particluar Agencys family profiles. This Agency will help the birthmom along in the process. There are pros and cons with each of these scenerios.

The adoptive family is responsible for ALL legal costs (both their own and the mother), they may provide the birthmom with court approved living expenses (which in some cases continues for some time after the baby is born), Agency costs, medical costs not covered by insurance. If you are looking to adopt you can apply for zero % adoptoin loans, grants, and there is a US govt tax credit of 10000 through a 5 year period.

Things to think about.....some birthmoms are very interested in "open", "semi open" adoptions. If you are looking to adopt you need to figure out what you are TRULY comfortable with. I have seen some situations where the aoptive family does not hold up their end of the agreement, which is NOT fair to the birthmom.

Lasty, you may find a lot of negativity on this site about adoption. Most of us adoptive families with only good intentions get frustrated and go elsewhere. So dont let this place be the last place you look to for some advise.....lots to see on the internet and your local yellow pages.
