You can wear a hat pretty much anywhere that you wish. Keep in mind the style of the hat and how well it will work with the environment you are in. I mean I wouldn't wear a beach hat to work unless I were a life guard and a baseball cap in a restaurant might be fine if you are in a sports bar. Hats are always acceptable in church for some reason, it seems the bigger the better. I personally have never understood this as I find them distracting.

Women should wear hats at church! It was not so long ago that covered heads were required at Catholic & Episcopal churches, and it's still that way in mosques & European catholic churches.
Hats have not been appropriate at work since about 1968.
The short answer is that women can/should wear hats at weddings, luncheons, ocassions, and anywhere they want to shield their eyes. Large hats are rude in church or the theatre, and all hats are gauche after dark.
Bear in mind that there is a particular circle of Hell devoted to the Red Hat Ladies and their minions.

It really depends on the hat. If it is a nice hat, I think it's fine to wear it to church or a nice restaurant, but probably not to work.

I will have to agree with you. I wouldn't wear one to church, or a nice restaurant, or at work. I wear hats to sporting events, outside playing, things like that. I love wearing hats, esp fashionable hats that are cute and go with my outfit, but there is a time and place for everything.

Hat Types
Hats are either brimmed or brimless and they take two forms—a hat or a cap. Milliners fancy up the basics with trims and detailing. A few types of hats and their preferred uses:
Alpine: Down-filled fabric hat with storm flaps for ears, neck, and forehead. Perfect for hunting wabbits or hiding winter hickeys.
Beret: Felt cap with wide circular crown. For coffee, commutes, scouting, miming, and youthful affairs with political leaders.
Chignon Cap: A piece of fabric that covers a bun. Ideal for naughty-French-maid Tuesdays.
Cloche: A ‘20s felt hat that resembles a bell. Useful for blocking unwelcome eye contact when you’re trying to read on the bus.
Cowboy Hat: Originally developed for cattle herders, it has evolved into a signal that you are attending a bachelorette party.
Derby (or Bowler): Domed crown with narrow brim that curls upward. Excellent for Charlie-Chaplin costumes, otherwise unforgivable.
Fedora: A men’s hat that has since been adapted for women’s wear. Brimmed, and made of felt with a lengthwise crease in the crown. Effective for modern-jazz-dance routines when worn with a men’s-style shirt unbuttoned indecently.
Newsboy Cap: Full fabric cap with visor. Trendsetters are wearing this backward with knickers (for the next twelve minutes).
Stocking Cap: Knitted, with a long tail that often ends in a pompom. Good for midnight runs through town with a candle, or snowboarding in 1995.
Watch Cap: Knitted sailor cap that rolls down or up depending upon your warmth needs. Best stolen from a boyfriend just before you tell him you know about that girl.

The whole point of a hat is to keep your face out of the sun, so wear it outside! People look silly when they wear hats everywhere they go as if it makes them look good or something.
