It's not your responsibility. BUT.......since you asked. Try to reward him when he's not crying. Over-exaggerate a little.
"Wow! What a big boy. I love it when you talk and don't cry. Would you like to read a book with me?" (or color or watch TV or go outside, whatever).
When he's screaming look at him and say, "I cannot understand you when you cry and scream. Come back when you can talk to me like a big boy". Then walk away.
I did this with my now 16 year old. DON'T call him a baby, it'll get worse. Instead, tell him to act like a big boy.

I think it sounds like you are very young and that your little brother is interfering with your peace at home. I know when I was much younger I found little kids crying a real drag - especially if I was watching my favourite show.
But toddlers tend to cry a lot because the world is a big, scary place and they don't have much control over anything. My twin boys are the same age as your brother and they go through days when they cry a lot too. But hitting them or yelling at them is NOT the answer.
Maybe you could plan to have some time with your brother each day - bet your mum would love to break. Take him outside to play, read him a book or just muck around. You will be surprised at how a little bit of attention often stops a toddler from crying and then they will be very happy to play by themselves for a while.
I imagine your life is very busy with school, sports and friends, but if you can schedule a little bit of time each day with your brother I think you will see a change.
And remember he probably thinks you are the coolest person he knows! Little kids always love older kids!

Just realx for one, i know that sounds hard but young children can feel your tension and frustration and it sets them off even more. They are called the traumatic threes for a reason.
First of all make sure all of his needs are met tired, hugry, bored you get it? Then find some activity that will keep him busy playing with cars, coloring. I worked at a daycare with this age group for about a year and have found tha kids this age need lots of attention, but they also need structure.
The best way to tame a 3 year old is to do the same activities at the same time every day if that is possible. They act up if when they dont know what to expect.
Good luck and remember he is just a kid and he will grow out of it.

He's little.
He needs attention.
I help out in the church nursery; all little kids want is love and attention. Does the crying mostly happen when mom/dad are out? If so, step in, big brother. Play Candyland with him. Sure, it's annoying. I had to watch one very little girl who would not stop crying after her mother left until you sat her down oon your lap and read to her. If you tried to set her down again, on with the screaming. But it was rewarding to know that this little girl wanted attention from ME. She looked up to me, in a subconcious I-can-only-say-a-few-real-words-and-I-am-crabby-due-to-possible-teething-but-I-understand-you-are-my-mommy-figure-til-the-church-service-is-over sort of way.
So just give him some attention WITHOUT him having to cry for it, because if he has to cry for attention he will do a much worse for attention when he gets older.

He needs books, crayons, matchbook cars and HUGS! Maybe you should buy some foam earplugs to increase your tolerance. Take him and love him, even though he bugs you. What a very cruel thing to say! He's begging for attention, so give him some. Read to him, sing with him, watch a favorite program with him, play hide and seek, cars, or whatever with him.....spend time with your brother!

You need to work on you, not him. You need to learn how to get a grip on yourself and calm down. When you start to get annoyed, walk away. Go to your room and find a way to calm down.
