I live in a "no-fault" state. That means; who ever caused the accident, it does not matter. But when there is an accident, the police shut-down the road around the accident for hours and hours, measuring, taking photos, etc. - JUST so they can find out who caused the accident, and write them a ticket and HOW the accident happen.

Traffic is backed up for miles, for hours. Cars crashed, people got hurt, people died. Pull the cars OUT OF THE ROAD, write your reports, and move on with life.

So no one got a ticket. SO WHAT!!!

There's many things involved, especially if there are injuries. Every piece of identification has to be obtained from the drivers, passengers, and all numbers off the vehicles. Personally, I think the forms were made up by the insurance company.

Because if you were not at fault and you were injured you want the information from the police to prove that the other person did this to you. You would want the other person to pay for all of your medical expenses etc. You'd want to be able to go after them for all that your going to be out of because of the person that hit you. The more information that the police gather may be just what helps you if you end up having to go to court to sue this person for what they may have done to you.

Also it's part of their job to investigate the scene of an accident. While it may be of an inconvenience to you, remember that when it's you or one of your loved ones that may have been crippled for life in a horrific accident and you need their expert testimony at trial to show what the other person did to your family member or you. And maybe all because they were a drunk driver, etc.

I hope this helps you to better understand.

If the road was shut down with all of the measuring, photos, etc., there was a fatality or very serious injury associated with that accident.

With a crash with no injuries (or minor ones) we take the driver's license info, the insurance info, get each driver's version of what happened, write it out and get everyone on their way.

"No Fault" is for insurance only, the police will still investigate and issue a ticket tothe person at fault for the violation which caused the accident.

If it helps the ping pong who caused the accident drive more carefully next time, I'm all for it.
And if it was my child or a loved one dying as a result of someone's idiocy, I'd expect the cops to earn their salary and do a thorough report too...

Those investigations are a joke. They want to make sure all the dead people were not wearing seat belts and all the survivors were. No matter what the truth is. Oh yeah and they have to appease the mad mothers and find someone who had been drinking. Even it is some hitch hiker not involved. Accidents are an agenda thing with law enforcement.
