She is not housetrained. And you need to housetrain her. Just because she is eliminating outside really doesn't mean anything. She's still eliminating in your house. You need to teach the dog where you want her to eliminate. You have to accompany everytime she goes outdoors. And take her too the same spot everytime she goes. Also when you take her outdoors to eliminate consider associating a unique training command such as "potty time" or "hurry up" with the act of eliminating. Everytime that she goes , Praise her with a treat or playtime. Consider, if you haven't already, putting your dog on a feeding schedule so you can have some control over her elimination schedule. Most will elminate within a predicatble time after eating , usually within the first hour. Successfully housetraining your dog means that she should not at any time be eliminating indoors. Its very challenging at first , So you need to be patient and always supervise her. If you have to confine your dog then make sure she eliminates before you confine her. She'll have some mistakes but this is normal. You dont need to harshly discipline her for making a mistake. A correction should involve nothing more than quick stomp of the foot, loud clap or an abrupt "NO". Then take the dog to her elimination area outdoors to finish her buisness.

She is going to the bathroom in the house because you aren't taking her outside often enough, and/or she doesn't know how to communicate with you that she wants outside.

Each time she pees outside, give her a treat and praise. Since she is a small dog, she needs to go to the bathroom more frequently. Just be consistent in taking her out frequently, and she will learn that is where the bathroom is.

In the meantime, you can use puppy pads to protect your floors. Most dogs figure out what to do with the pad quickly and need little training.

Here's a few other helpful techniques to try:

Take her outside around every 3 hours

Pick up the crap and put it outside. The dog will then learn to poo outside.

You should leave her outside or train her. You can also put a newspaper on the floor for her.

Wow did you wait a long time to try and figure this out. Why don't you search Housetraining and get a clue on how to raise your dog.
