Maybe it should be:
Alles raus, Zählappell !
Get out everyone, (counting) roll-call!
sorry, not sure if I use the correct English word for Zählappel meant is that soldiers, kids in a boarding school have to kine up and all names are read and everyone has to answer with "here" so that you can control that no one is missing.
Blöde - means stupid
So "raus" means outside or get out depending on context
"alles" means everything or everyone

Raus = Out
Alles = All
And according to the TU Chemnitz dictionary Zahllappel is not a word. Are you sure you spelled it correctly? The closest I could come up with is Zahl, which is the word for number, and appell, which could be either to appeal to or a plea, neither of which make sense with number.
Blode with an umlaut (the two dots over a letter) means silly, but Blode with no umlaut is not a word.

Raus is the "out" part of "Get out" (for example) and can be used on its own to mean "Get out" or "Come out."
Alles means "everything"
Zahllappel ("number" + "call") was the term used for roll call in concentration camps
Blode isn't really a word, but "blöd" (also spelled "bloed") means "stupid," and German adjectives add various endings, so I'd guess it is a form of "stupid"

Zahllappel- Im not sure what your trying to spell here- Zahlen is to pay, Zahl is to count
Blode- I think you mean Bloed which means something is stupid
