Permanent residency depends on quite a few issues - English Language skills, whether or not you want to start a business or have lots of money to invest, whether you have skills that are in demand, like skilled trades, doctors, nurses, whether you are prepared to live outside the more populated areas, whether you have a criminal record and for what, and so on.
