Depends on how often you do that and what kind of relationship you have. If it's a one time thing, it's forgivable but if it's a habit, it's plain rude. If it happens, you should have some courtesy and call them to let them know you're running late. I have a few friends that I know are always running behind so I figure they'll arrive 10-15 minutes after their scheduled arrival and plan accordingly.

it really depends on cultures... in some cultures arriving on time is kind of rude... in the US it's considered rude to be late but still, people are people (if you know that that someone arrive like 5-10 minutes late, well trick him and tell him to come at 12:50, he/she'll be there at 1:00)...
where I come from, it's okay to be late (up to 2 hours) for a casual meeting (it's very much known and almost everyone is late even the host) or party (if you want your party to start at 8pm, write 6 or 6:30 on the invitation)...but to be on time for a business/formal meeting and for class of course.

I agree with Muffin. It's arrogant. Dr. Phil once said that people who are habitually late believe that their time is more valuable than everyone else's and therefore they feel that everyone else can just be obliged to wait for them. That's wrong to do to a friend. On top of that, you don't want to become known as someone who can't be counted on to keep his word.

I think it is rude to be late on purpose. If , there is a valid reason that is different, but just to be late b/c one didnot leave early to be on time is inconsiderate to the person that is waiting for the arrival.

Yes, but if you make this an annoying habit, perhaps they will discover that you will always leave when you are expected, and start telling you to come earlier.

It depends on the person. I would be angry unless I knew that this person has a habit of being late...then it would be expected.
