Our dog's head was stuck completely inside a potato chip bag causing him to pass out. He laid lifeless for several minutes after the bag was removed. Don't know how long he laid with the bag on his head. Fortunately, he is fine except for some hearing loss. Could his hearing loss be permanent?

if he suffered brain dmg, yeah.

take him to the vet

It doesn't seem like it can cause deafness, but don't rule it out, i know that it can cause brain and neurological damages.
Maybe depending where the brain suffers injury the hearing can be lost.

Yes, it could result from anoxia and could be permanent. However, hearing loss is common in certain species of dogs, particularly Dalmatians.

Yes, any impairment of oxygen to the brain will cause brain damage, and it could have affected his hearing system.
