If all over your ******* means all over your penis, you may have lichen nitidis. Like all skin conditions, you have to see it to diagnose it correctly.

I'm not sure I ever knew how to treat it, but if I did, I have forgotten it long ago. I didn't find much about it in a very cursory search on the net.
