I would go over to him and ask him if he's ok and where his parents are.
Depending on his answer, either take him over to his parents or call the police if he's lost.

I would go up to him, tell him my name, and ask if he knows where his mom or dad is.

Then, based on what he says or where we are, I would either physically try to help him find his parents, or I would take him to an authoritative adult, like a police officer, or a customer service desk, if it were in a building something like a store.

I would explain to whoever I ended up taking him to where I found him, give them my name, and then leave.

The name thing is to hopefully let them have a little confidence in me as a non-stranger, enough to let me help.

In that situation, I probably wouldn't just wait a little bit to see if someone does come back for him. In most public places, the child needs to be with the parents at all times, for safety's sake, so reuniting the child and parents almost immediately is a lot better, in my mind, than trying not to get involved.

Watch to see if anyone is coming toward him - if not (after a few minutes), approach and ask where his mommy and daddy are...if he doesn't know, send someone else to ask around for his parents, or find an authority figure (cop, security, etc), and stay with him. I would not take him anywhere, except maybe to the nearest bench to sit down.

Look around to see if a parent is looking for them. If not I get a few feet away and get down to their level and ask if they are lost. I have done this and I have my son with me and my son and I help them find their parents.

I would go and ask where his parents are and ask if he knows his phone number or his parents' cell phone number and call them or call the police.
