I don´t know, but I think more depends on man than we often think.

For example someone might be angry at God for failing at some project, not realizing that God is at the same time pleading him to pray more often.

A situation never depends on man, the only thing man has to do is the will of God.

No, it is not possible to know the will of God for sure. That is why you better pray or meditate a lot, and utilize every source of inspiration available. God is not simple, it takes constant effort, to tune into and manifest God's will in your life, and you never can get too confident, humility helps.

There are certain areas where the will of God is clear like when it says "Thou shalt not steal" or passages like this one.

1 Thessalonians 4:3 For this is the will of God, even your sanctification, that ye should abstain from fornication:

But in situations like it would seem that you are asking about the Bible teaches two concepts that work together simultaneously.

First there is the teaching that God is sovereign over all creation and nothing happens that is not at least in his "permissive" will. In other words, nothing happens that God doesn't allow to happen or cause to happen.

The second teaching is that humans are responsible moral agents who have a responsibility to obey the commands of God. God uses humans to accomplish his will on earth in many situations.

For instance the Bible is clear that God has to enable a person to come to Jesus and be saved while at the same time teaching that a person has the responsibility to answer and believe the gospel call.

Paul wrote about the responsibility of preachers to accept the sending that God puts on their lives to go and be used by Him to save others.

Romans 10:13 For whosoever shall call upon the name of the Lord shall be saved. 14 How then shall they call on him in whom they have not believed? and how shall they believe in him of whom they have not heard? and how shall they hear without a preacher? 15 And how shall they preach, except they be sent? as it is written, How beautiful are the feet of them that preach the gospel of peace, and bring glad tidings of good things!

If you love God with all your heart, and all your soul, and all your strength, then everything in your life depends on God.

When a person or persons seem to be in control of the situation then ask yourself what God is trying to teach you now.

It's usually patience, for me.
