Televisions have a refresh rate that may interfere with a cat or dog's ability to see an image as a complete image instead of as flickering lines. Some cats and dogs can see it and some cannot.
It is theorized that some cats and dogs do not process visual information as quickly as others and can see the entire image while those that are faster on the uptake (smarter if you will) cannot. There was an article (I think on the BBC website) a few years ago but I have not been able to find it again.
I have also heard that different countries have different refresh rates, or other difference in television broadcasting, that makes it easier for cats and dogs to see things.
Another possibility is that smarter and more experienced cats and dogs ignore the TV because they know that is not real. I think this is similar to cats and dogs that become hysterical or completely ignore laser pointers.

Our little puppy doesn't usually bark at dogs on TV, but she does bark if she hears a doorbell on the TV. Go figure....

Dogs can see the images on the TV. TV is not 3D though. Dogs can also see in color despite what many people say.

I'm not sure who told you that, but it's incorrect. Dogs have two, forward-facing eyes, and that translates into depth perception and 3-d vision. Dogs DO see less in the way of color than we do; perhaps that's what you're thinking of. They are red-green color blind, meaning that they simply don't posess the same cones as we do (same for cats, by the way). The site below will give you an idea of what we see versus what a dog sees.

Hm. I know dogs do see in color - just not as vibrantly as humans. They do, however, see motion MUCH better than we do. Their vision system is drawn to movement. Lots of dogs like to watch t.v. Some lose interest after they sniff the set ("it's not real"), but others will watch and even react, barking, jumping - especially dogs with high prey and/or play drive.
Do dogs see in 3D? Uh, yeah. They aren't seeing the world like a cheap cartoon. There are some vision differences, so their color perception isn't the same as ours, and they can "forget" things that stay still, so long as there isn't a scent (scent is MUCH more important to a dog than vision), but just try to track a squirrel in a tree that your dog is tracking. You probably will lose sight of it, but your dog won't!

How does anyone know what a dog sees? Have they ever asked one? My dog watches TV too. Any animal he sees, he wants to get to. Our daughter watches animal planet and I end up with a screen full of nose prints!

I don't get it. Everything in reality is in 3-d. If a dog couldn't see things in 3-d, they wouldn't be able to measure distance so catching frisbees and other normal dog things would be near impossible.
To be 3-d, an object has to have height, width, and depth.
A search on Google revealed no info. I think you were being put on.

its 2d you are thinking of but they can see it I have had several dogs that wached tv one almost obsessed with it he watched all the time and I had to make sure it was off if I was gone because sometimes it would really adgitate him like if the hunting channel was on and he saw an animal get killed he would freak out and bounce at the tv screen

I don't think dogs can see colours. I am not sure what they see on TV which is two dimensional by the way.

I have a friend who rents movies for her dogs. It is amazing;they sit in front of the tv and watch,;101 Dalmations, scooby do, movies with dogs in them like k9,... Their heads go back and forth watching the animals on the tv, and sometimes whine, howl, or wimper. Animals arde not stupid!! They like tv , still amazes me, but whatever!! KOOL!!
