Depending on what the document is, it could be either.
A forged library card wouldn't be considered a felony.

Uttering a Forged Instrument, that is passing a forged document is a FELONY in every singe state as far as I know.

Tell me the state you are in, I will research it and post the law.

My pet peeve here is that no one tells us what state they are in. In Oklahoma uttering is a felony. I would imagine that it is a felony in most jurisdictions. I don't know if it is a felony in your state because I have no idea what state you are in.

It depends on the specific statute in the jurisdiction -- some states and countries make it always a misdemeanor -- some it can be either, usually based on the amount of money involved.
