Most graceful boxer in the past is Ray Robinson and Ali. Today probably Mayweather.

No,No No, It's not Ali. I dont mean this in a negative way, but those who choose Ali, must have never seen footage or bouts of Willie Pep
Pep was known as 'The Will Of The Wisp'- 'The Artful Dodger'. He moved and danced like a skater on ice, or a great Ballet performer. He made Ali look like drying cement. His boxing style has been likened to tap dancing with gloves on.
Pep once ,in a bout, predicted he would win round 3 without throwing A SINGLE PUNCH. And he did win the round on ALL cards as well. (this was a boxers version of Babe Ruth pointing to where he would hit his next home run)His tactical movements kept his opponent off-balance. To win a round, with ALL the judges, never throwing a punch, takes extraordinary skill and speaks loudly of Pep's abilities.
Willie had a sophisticated way of boxing,Sugar Ray Robinson said he admired Pep's abilities more than any other fighter he'd ever seen.( yes,I feel he could out-class Robinson in footwork. And I'am a huge Sugar Ray fan)
Fabela Chavez (after his 1952 bout) said- 'Fighting Pep is like trying to stamp out a fire'.
Pat Marcune (1953 bout)--' He's in front of you, in back of you. He's all over the dam.n place....I dont think anyone could ever duplicate him'.
Pep was a very clever boxer and great thinking fighter, a throwback to great thinking fighters like Benny Leonard and Jack britton. He did alot of things you dont see fighters do any more, and his footwork was a type not seen today. Still admired by present-day veteran boxers for his skill.
Even in his comeback, after breaking his back in a plane crash, he was still out-classing his opponents.
By watching bouts of Willie Pep, it shows his skill, abilities and gracefullnes in the ring, proving he is one of the all-time greats.

but...

Although everyone seems to hate him, the most smooth and graceful boxer of the recent few decades has to be "Pretty Boy" Floyd Mayweather

Wow!!! I was actually shocked to finally celticbrawler come up with the answer he gave, because I immediately thought of Willie Pep, once I read the question.

I love Ali, but even I wouldn't have put him over Pep or Robinson.

No Contest....The one & only Sugar Ray Robinson....He was such a superbly balanced & gracefull boxer that he actually worked as a professional dancer between fights in the '50s.

The smoothest fighter in the history of the game was Sugar Ray Robinson. Ali was the best heavyweight, but not the best boxer of all.
