In the UK you can't without good reason e.g. you are going to employ them and even then you could only check for a criminal record. This would cost between £30 & £60 but you would have to convince the Criminal Records Bureau that you had a valid need.
If you wanted their employment or educational history you would need to ask them to provide education certificates, and go to their previous employer for references.
In any event you would not get any of it for free.
