Picard oozes class and sophistication, while maintaining the tough and decisive character you would expect from a military leader.
I liked Shatner's Kirk too but for different reasons. He reflected the adventurous nature of exploring the unknown that we as a society felt in the infancy of our own space age.
Many years have passed now, and we are more mature as viewers and the storylines that resonate with us now focus less on the adventure and more on the subtle inter-relational situations and the kind of international diplomacy you might see in the U.N.
Times change, but Picard is the best!
