I don't think it really matters. Just let her talk to her friends. its not like she's getting pregnant or anything. It's a phone. But remember, you can still set a time limit. My daughter isn't allowed over an hour on the phone on weekdays, weekends can be up to 2 hours. Keeping your daughter off the phone will help her be active, too, instead of sitting around all day. But it's just her friends, let her talk on the phone, guys or not :)

I honestly don't think it matters if they are just friends. However, if they are clearly more than friends, I would say 14 or 15 is an appropriate age (because if kids get obsessed with their significant others at a young age, who knows how fast they are going to move in the relationship).

With moderation and parental supervision, ages 12-14 are appropriate. Be sure that the ground rules are clear and that you expect your daughter to respect the dating rules in your house (if she's not allowed to date until she's 16, then the boys she talks to on the phone are just friends).
