It is a number that indicates the gain of the antenna. Larger numbers represent higher gains, which is almost always better.
If you live in the country, far away from the broadcast antenna tower, then you probably need the highest gain antenna you can buy.
If you live in the city, closer to the broadcast antenna tower, then you don't need the highest gain antenna. You can probably buy one of the cheapest antennas with a lower dB number. But, it wouldn't hurt to have a bigger antenna -- it would just cost more (i.e. be a waste of money).
dB stands for deciBel. It is a ratio of power levels. Antenna dB is the ratio of how much more gain this antenna has over a hypothetical antenna called an "isotropic radiator".

db means decible which is a logarithmic scale. It can mean gain or attenuation and by itself is meaningless. Like saying 1000 horsepower without knowing if it is an airplane, car or tractor. If you mean db gain on an antenna the higher the better within reason. It is a measure mainly of efficiency and tuning of the antenna.

To determine the best antenna for your location, go to http://www.antennaweb.org/aw/welcome.aspx
Generally, the higher the gain the better the antenna. But as gain increases, beamwidth decreases which could cause you not to receive all stations. The web site above helps to find a good compromise between gain and beamwidth.
