If you passed the exam and have the equivalent of a GED, you can definitely go to a community college. If your "proficiency exam" isn't the equivalent, there may be limitations on which courses you can take, but you should be able to take something.

You absolutely can go back to school and sometimes they will even give you some credits for life experience. You should sign up for a campus visit and talk to a college official. Also, before you decide on a college make sure you talk to as many students and professors as possible.
There's actually a trend of non-traditional students going back to school these days. I don't think I took many college courses where there wasn't at least one older student.

Yes, it is very easy to attend, and they would probably not deny any one admittance as long as they are usually a legal US resident.
Contact your local CC for information about financial aid how to enroll, they accept almost every one.
