The one that is working properly. No way for us to make that determination. You need to use something that you know for sure is five or ten pounds...like a hand weight and see if the five pound handweight equals five pounds on both scales..which everyone is closest to five pounds is more accurate.

Which one is correct? Most likely neither are correct. But though, this is what you should do:
Take your weight on both scales three times daily for a week. Save this all to a spreadsheet. Then, at the end of the week, find the medium number on each day between each scale, and then average the seven numbers for both scales. Then average the two different scales. That should be very very close to your actual weight.
Or, you could just stop eating so much chocolate... ;-)

Your body weight can fluctuate anywhere from 10 to 15 pounds in a day due to water weight. The best time to weigh would be in the morning when you first get up, naked, after using the bathroom. The needle scale should be more accurate (hard to tell with out being able to them both).

If it's your basic home bathroom scale, neither one. They aren't made to be perfectly accurate - it's too expensive. Go find a scale like your doctor has, with the balance arms and the sliding weights. Those will be closer to the truth.

Both. The key to scales is that you need to compare weight over time on the same scale, at the same time of day, in the same cloths...i.e., in the morning in undergarments or always at noon in jeans and a t-shirt, etc.
Scales always differ from one another somewhat. Use the same scale to compare weight gain/loss.

You need to put something of known weight on both scales to see which is right. It is possible they are both wrong but I would think the electronic one is more likely to be correct.

You should try on a 3rd scale and see what it say.
Go to a pharmacy - they have good scales. if it say 134pounds so the 1st scale is good. if it says 140.5pounds the 2nd scale is good.

Without actually looking at them myself, it's impossible to tell which scale is broken.

They were might be both right. Maybe its your water weight changing (which happens all day, every day), just know you weigh something in between.
