I need to know what the location the telephone number is from I am not going to post the whole thing for common sense reasons but here it is

202-817-XXX

If you could narrow down the area it is coming from and if you could give me a reverse number look up link for the UK I would appreiciate it.

yes I forgot the 0 before the 1st 2, but it must be in use becuase I got a call from that number. I live in the UK most of the time but I am currently in the states and the number came up as 44 202-817 xxxx

The X's are the numbers I am not putting in for common sense reasons I dont want to post a whole number on here.

Who ever it is keeps calling me while I am not at home. They dont leave a messase and I dont know anyown who would call me from the london area

when the call is made from UK to the states the 0 is not dialed only when calling from UK to UK but you are right in the UK it would have the 0 before it.

The range of numbers beginning 0202 has been set aside for future use in London. However, the example you have give does not have enough digits and this range of numbers has not been issued yet.

You have added an extra x which means it has the correct number of digits now !
I did a google search for 0202 and some London phone numbers did come up. You can not do reverse lookup on UK phone numbers.
