He needs to apply for a B2 visa (tourist/visitor visa) if he wants to come to the US for a visit. To be issued that type of visa, he needs to prove that he is not an intending immigrant. He should be able to convince the US consular officer that he has substantial family, economic, and social ties to Pakistan. It would help (but is not required) if he has a prior history of travel outside of his country.

He can only come on a K1 fiance visa. He cannot be issued a visitor visa because he will likely not qualify on his own and his purpose is to visit his fiancee. Even for a visit, people from certain countries are very restricted. It helps if he has blood relatives living here who are good law-abiding citizens. Otherwise, you might even have to consult with an attorney, or get married!
