Your question is kind of unclear, but I will do my best from what understand your question to be. If it says felony offense, then evidently that person has been convicted of a felony sex offense. In general, felonies are crimes that are punishable in the state prison for more than one year.

There are some misdemeanor sex offenses. In general, misdemeanors are punishable by less than 1 year in the county jail.

Someone is on that page because they have been convicted of a crime that the state legislature has classified as a sex offense for the purpose of registration.

A "felony conviction" means they were found guilty of a felony sex offense. A felony is a crime for which they could go to prison, and probably have. There are some misdemeanor sex crimes, however, for which a person can go to jail but will not be sent to prison. If someone is on that page it is because they have been convicted of a sex crime which qualifies for the public access in your area.

Felony conviction means that they were tried and found guilty. Being on there doesnt mean that they are sexual predators. A young man of 18 who has sex with a girl of say 17 will end up on those pages because he did violate the law. Though generally the people on those pages are to be avoided at all costs.

In general here is the definition:

A FELONY is any crime that carries a conviction sentence of 365 days or more in prison / jail.

A MISDEMEANOR is any crime that carries a conviction sentence of 364 days or less in prison / jail.

So, felony convictions and criminal offenses are much more serious than misdemeanor offenses.
