Is it possible to mount a Flakvierling 38 20mm on a boat?

Probably, but if too small of boat is used, it will ride too low in the water, carry an insuffient number of people to operate the boat and gun, and be unable to carry a useful supply of ammo.

I have to say, I have seen pictures in which people mount 1919's on various military surplus vehicles and it looks interesting. I am sure that if you had the right boat and could mount one of these on it, it may look pretty awesome.

I guess it would be possible. The German Navy mounted them on light cruisers for anti-aircraft. Whatever boat it was mounted on would have to be bigger than a Torpedo Boat, to support the weight.....

Yes, it is possible the Germans used them for anti-aircraft guns.
