so that if there is a malfunction inside the power lead or the equipment from the LIVE wire or circuitry operating at high voltage you don't get a potentially fatal shock

the fuse blows (it protects BOTH the cable and the equipment and you)

The appliance end of it is connected to the metal frame of the appliance. As far as the plug end that wire goes to the round grounding pin. That pin is intended to be used with a grounded receptacle that has a round hole connected to an earth ground. The idea is that if there is a fault in the appliance and a live wire touches the metal frame the ground will blow the fuse instead of the live wire killing you.

If the cord has three prongs it is the bottom prong. If it has two prongs it is the smaller one.
