You get an EIN from the IRS, but if you are filing a 1099 you don't need one and can just use your social security number unless you have employees.

You get an EIN when you incorporate as a business. If you never did that then you have to use your SS# as your EIN.

I STRONGLY suggest you incorporate; costs a little up-front but the tax advantages are much better plus you protect your personal assets from anything that is happening with the business.
