It is different in every state and school. Some don't have a waiting list at all and are based on GPA and other factors.

It's usually not a waiting list. You apply, and if you are one of the top candidates for the openings they have you get in - otherwise you apply again the following year and go through the same process.

is there a wait? where i live there's no wait places are looking for nurses...they are needed

It varies from school to school...they're all rather competitve, so high GPA is important.
