I'd be worried about some kind of vitamin deficiency. It's called Pica:

Lots of kittens go through a phase of doing this, but normally when they are a bit smaller. If they swallow clumping litter it can form a large clump in their stomachs and kill them. Change the litter to a non-clumping one. At eight weeks of age a kitten is still very young and still needs to be with its mother. By the time it is old enough to safely go to a new home it should have grown out of this.

Perhaps teething and need the "crunching of".
But it is bizarre for the kitty to eat such an unpalatable inedible!
Perhaps use clumping litter,.. it is sand-like in texture and I doubt even the curious kitten would like the feel of it in mouth!

Because they are like babies, and put everything in their mouth.
Be sure to get clay litter and not litter that has little pieces like fresh step. If this get into their intestines they can die.

They shouldn't be. But at that age they're pretty curious about everything. Maybe he just tasted it to see what it was like. Or maybe you're not feeding him enough. I caught mine trying to nurse off my bathroom rug last night. Gotta love kittens.
