When you've been in a solid stable relationship for awhile and no that you are completley in love with the person and that they feel the same way. I would say before you propose you two should have talked about what you want out of life and see if you have the same (or compatible) hopes and dreams out of life. When you do it, just do it somewhat special. It doesn't have to be big and dramatic, just special.

when you feel that you and the girl are both ready to actually handle the responsibilities of marriage. that means, paying ALL of your own bills, getting health & life insurance, saving money to use for a secure future (buying a house, owning a car, etc). if either of you are still even SOMETIMES dependent on mommy & daddy for money, food, or shelter, then you aren't even ready to propose. a proposal isn't a dress rehearsal for marriage. it should only occur when both people are ready to be tackle adult life.
it's not just about being in love. every marriage starts with love, but many end anyway. that is because the love wasn't built on a solid, trusting, mature, responsible foundation. so, for all the people who wrote, "oh when ever you're in love..." that is simply foolish. marriage is about love, but it's also about a lot more. failing to realize that will lead to disaster.

I think when you both are ready, and love each other. We knew after just a few weeks, some people take years. I personally believe that you should be at least 25.. have life experience under your belt, independent, your own apartment etc. This is just my opinion. Good luck.

I know this sounds cheesy, but when you look at that person and cannot imagine a day in your life when they are not there with you. Just make sure you take the time to REALLY get to know the person.
