NO!! The Bible tells you great stories about what happened long ago, and how God and his son helped people make miracles and sacrifices.
God does NOT have a punishing pleasure! He loves all of his children, and hates to have them go to Hell. Its like a test. Except there are no B's, C's, or D's. Just A's and F's.
If you've treated people like crap you whole life, to one of God's children, he'll punish you.
What would you do if you messed with someone's child, and the mother got involved. She'll be up in your face.
God gave you the gift of life, if you abuse it, he'll damn you to hell.
He sacrificed his Son, on a cross, so you can have a chance of eternal life.
God made the Earth, the things you love, the things you hate...if God had even a slight bit of punishing pleasure, do you think all of the good things that happened to you, would've happened? Even those small things that brighten your day. If he had that punishing pleasure, you will be hurt.
It amazes me how someone could put up with so much, even if they refuse to believe.
Second, he's not a pervert! How's he a pervert? That doesn't even make you perverted.
And, those verses, may not be what you think they mean.
There is a verse where it says God will love and protect his children.
Imagine, being trapped in a pit of Hell, your flesh slowly burning...and those monsters in Hell, which have no mercy, will rip you apart, and you'll still be alive.
Read '23 Minutes in Hell' its about a TRUE STORY of a man who was catapulted out of his bed, into a pit of Hell, and returned 23 minutes later.
You may ask, what kind of God would do this? That was so the man could write this very book, spreading the word. Theres also a book about how i think the same author went to Heaven.
Are you sure this is the life you want to live? Its like calling your mother a 'deranged pevert'

Poaching verses that support your argument is a fairly old tactic. You need to read who was being addressed and realize that people all over the world don't communicate the same way you and I do (or at least I do...you're kinda crazy). I worked in the Middle East for years, and I learned that when an Arab says something, you just divide his intensity by a factor of 5 and you get what he is really saying or implying.
That said, the verse from Lamentations is describing what happens when a city is under siege for sufficient time to pass that people would eat the dead because of a lack of food.
And it depends what civilization you are referring too. To most of the populous communist countries this is old hat, and I would consider them 'civilized'. Is it hard to wrap your head around the fact that the West is based on morality derived from the very book you poached those verses from? Why are we not eating our kids, I wonder, if your argument is true and the Bible advocates eating kids?
Like I said above...lame. You are weak.

Jeremiah 19:5-They have built the high places of Baal to burn their sons in the fire as offerings to Baal-something I did not command or mention, nor did it enter my mind.
God never approved of this conduct. He allowed them to be consumed in their own conduct as they choose. Remember that God warns His people before these punishments to turn from false gods. They most often despised His prophets.
Keep reading and you will learn of His endless mercy. He always makes a way out. Right now Jesus is the way out.

The God i know and trust and love with all of my heart is the God of love, compassion, thought. My God is not a pervert and i am offended by you saying that. While the language is a bit over the top. Most of these are warnings of what could happen if Israel turned away from worshiping God according to the instructions He gave to them.

It's talking about that the country will have a famine and in long famines people have been known to eat their children sick as it may sound, God didn't force them to per se, the famine was punishment for disobedience the Irsraeli's knowingly disobeyed
