There were some articles about southeast Asian boys becoming addicted to drugs when they were conscripted into the army. I think this was in Cambodia or Thailand. (Sorry not to be more help.)

Search "huffing". It is essentially the threshold for elementary school children to begin drug use.
(i.e. inhaling cleaning products for a "high", etc...)
