Idjits ran out of V's.
Design decision.
Personally, I hate roman numerals almost as much as dots or dashes on clock faces. I want to see the number and not have to process it for a couple seconds of wasted time.

Check the back of the clock. My guess is that it was probably made in China along with all those knockoff purses.

There could be some confusion between IV and VI to some people including the dyslexic and those that don't know he system.
