I have a friend who is illegal from Panama over stayed his visa.
Can he join the military and how?

No - you have to be in this country legally in order to enlist.

But, if your friend will visit a military recruiter and see if he is qualified, then go to a neighboring country with a US consulate there [Bahamas, Canada, Mexico] and explain what he is doing, the visa to return for enlistment is supposedly very easy to get these days.

The US has agreements with various countries to accept some of their citezens in to our miliatry. By definition, these people can not possibly be illegal.

He will have to go back to his home country to apply. and the waiting lists can be VERY long.

Until fairly recently, the most notable of these agreements was with the Phillipines, and there were a lot of Philipino nationals, particulary in the Navy.

First of all make your friend legal in the US.
I am sure a recruiter can help him get a green card.
A visa would not work any way, you have to be in the US legally and not as a visitor (that is what the vista means).

they 'except' any illegal for joining.. meaning they CANNOT.

the military does NOT ACCEPT illegals. period.
