how do i get rid of it?

My orthodontist said that it's calcium buildup and to soak them in vinegar for ~10-15 mins. It'll be gone after that.

You must be wearing a fixed retainer for an active orthodontic appliance.
Most people have removable ones that never get white stuff buildup since you can take them off daily and wash them.
There are many products for the removable retainers.

The white stuff might be tartar buildup. since it is difficult but not impossible to clean regularly. You just have to be patient since it takes time to go around the device.

Ask the orthodontist the next time you see him/her. You can also try to prevent them from accumulating by using toothpastes with tartar prevention or tartar removal formulations.

It is tartar, which is calcified plaque.(First answer was good) Once removed, you can prevent/slow its accumulation by vigorously brushing your retainer several times per day.
