Yellow is the most visible colour to the peripherals.
If you look at a lot of small street accidents you will find that the vast majority are cars that are of a dark colour. Like a deep metallic green or a silver grey, or a black or a dark blue or deep greens, and greys. These colours blend in the background so well that you might as well say the cars are camouflaged.
Every time you hear the one who hit the camouflaged car complain they usually say, " I didn't even see it".
This has happened to me often, I've darn near hit a car because it blended in the background so well with it's non definitive colour that I never saw it till the last second and the darn thing was right there in front of me!!!
If I could I would have my car painted a yellow. A strong yellow that doesn't come off as a lemon but a yellow never the less. People will see you!
That is why School buses are painted that certain yellow. You can see it better! It is a colour that is much more visual than the other primaries and colours.
(My co-owner would not allow me to paint the car I think it should be painted)

Because it is the most visible color. Having all vehicles that transport large quantities of human children look the same is an excellent way of getting you to pay attention to behave more carefully. When you see a big yellow bus with lights flashing, you become both consciously and subconsciously aware that you need to exercise more caution as a driver. You know that you may need to stop, you must drive more slowly, you cannot pass, and that running children are a high likelihood.
Notice that some communities are now painting fire trucks that weird day-glow yellow? Same principle, to make you aware. If they had that color way back in the thirties and forties when school buses were being developed, they probably would have chosen it.

The color was selected because black lettering on that hue was easiest to see in the semi-darkness of early morning.
School bus yellow is a color which was especially formulated for use on United States school buses in 1939. The color is now officially known in the U.S. as National School Bus Glossy Yellow and was originally called National School Bus Chrome. In April of that year, Dr. Frank W. Cyr, a professor at Teachers College, Columbia University in New York organized a conference that established national school-bus construction standards, including the standard color of yellow for the school bus. It became known officially as "National School Bus Chrome."

Back before they had colors like the fluorescent green and orange you see road construction workers wearing on modern work sites, for heightened visibility, yellow was as good as it got, as you'll notice the color of the bus is about the same as the yellow line that goes down the middle of the road, and pedestrian crossing diamond shaped signs(though those are getting modernized to the fluorescent green, too)
