Hi!! I am not sure what type of parrot you have but I have several of my own and Foster many others. All Parrots get bored and lonely. everything takes time you need to work with him slowly, be patient and try treats or clicker training when he does well. use a hand perch if you are afraid that he will bite you. If you are indeed afraid he will know this and be more aggressive.
Let him know that you are in charge. but also let him be a bird remember most Parrots are is season now and tend to be aggressive. Most of all it does take time and he needs to know that he Can trust
PS. Never Shoulder a large Bird as you can not see their body language and there is a possibility that he will strike!

Gosh, there are a lot of bums over here today. Sorry you keep geting dumb answers.
I am new to having a bird...in fact I swore all they do is poop and weren't good for anything else but now I have a Quaker Parrot living with me and he is a good bird with a personality all his own...not something I was expecting when I helped a friend with him.
Some days I just can't give him time outside his cage but I always try to talk nicely to him as I change his food and water--every day. If I can take him out for 2 minutes on my finger and just say hi to him or kiss him or tell him I love him,t hen I do that. I try to bring him up to my computer room with me so he has a new and stimulating environment when I am working up there. He also has toys hanging in his cage and he loves them.
On weekends I do my best to make up time for him, and let him out of his cage to hang out, sqwak as much as I can handle it and maybe even give him a bath.

Spend a limited amount of time each day talking and then if you think your ready give it a go... and try to take him out... but his cage is kinda like his oom. You don't like to taken from your room without any say... And the birds dont either.. Just open the cage and letit come to you.... Over time it should..

Do you spend time with him every day or do you just see him whenever you can for 10 minutes?
Parrots need attention every single day as they can get bored quite easily. If you aren't around, you should have toys and other things of interest in their cage but I do recommend spending at least 15 minutes every day with him teaching him tricks and giving him a sunflower seed when he gets it right and he will soon like you.
Try teaching him first to "step up" onto your hand while holding the seed so he needs to step up onto your hand to get to the seed.
Then try other tricks as you think of them. He'll love you for it.

Talk to him a lot and provide stimulating toys. Parrots are incredibly intelligent and social animals. He needs you to be his friend -- chat with him!

try talking to him everyday and say things like "Hello"...also put him on your shoulder and carry him around the house with you. thats how i treat my bird and he loves me...also pet him gently with your index finger on his back.
