Satan does not control Hell. That is an old, non-Biblical myth.
Hell is under God's domain, He created it as a prison and place of punishment for the Devil and the Devil's followers, a place where they would reap what they have sewn.
Satan doesn't control Hell, he doesn't like Hell. He's scared to death of it! He knows it is where he will end up, he knows he has a room reserved there. And he is most certainly not looking forward to it!
"And the devil who deceived them was thrown into the lake of fire and sulfur, where the beast and the false prophet are too, and they will be tormented there day and night forever and ever." (Revelation 20:10)
Edit- Ok, I gotta add this. When asking that question, we do have to make the distinction between two places that are often mixed up and called Hell. My answer above assumes what the Greek calls Gehenna, the lake of fire, the place of eternal torment where those found guilty in the final judgement, human or otherwise, are put to carry out their eternal sentince.
There is another place people sometimes call Hell, the place of the dead, which the Bible refers to as Sheol in the Hebrew Old Testament, and Hades in the Greek New Testament. Satan DID control this place! But when Jesus died, He took the keys to death and the grave away from Satan, Satan is no longer in control of this! See Revelation 1:18.

God controls everything. He only allows Satan to have authority in hell. We wouldn't have to concern ourselves with whether or not God would allow Satan to turn down off the torture because Satan is too evil to actually have enough concern for anyone's suffering. Satan comes to steal, kill, and destroy.

God controls hell. Jesus took the keys to Hades and hell from Satan when He came down off that Cross of Calvary.

According to the Bible (Revelation 1:18) the person who holds the keys for hell is Jesus. satan will simply be the most famous prisoner there. It was not designed to hold men, but satan and his fallen angels. However those who align themselves with satan (but rejecting God as he did) will end up with him.
The "torment" of hell, according to the Bible, is not something that God inflicts on anyone. Rather it is a self-inflicted torment that those who realize they have lost the joys of heaven will inflict on themselves.

Satan will be punished in the lake of fire as unbelievers will as well. The idea that "Satan rules hell" is not Biblical. He won't be able to stop his own punishment, let alone the punishment of any others.

the bible says in Revelation that Jesus now has the keys to hell and death.
Jesus died on the cross with our sin upon him
with our sin on him he went to hell, deposited our sin, took the keys and went to heaven to offer himself a perfect sinless sacrifice.
Revelation 1:18
I am he that liveth, and was dead; and, behold, I am alive for evermore, Amen; and have the keys of hell and of death.
