Depending on your state there may be several definitions for "minor." Example in Texas there are at least 3, which apply to 3 different codes of state law. One is the criminal code, one is the alcohol code, and one is family code, which deals with school truancy. So under the criminal code you are a minor until18 but under the alcohol code you are a minor until you are 21. This has to do with a federal recommendation several years ago that made 21 the legal drinking age.

in some cases you are a minor until you reach the age of 21 ... i work for the workforce and if you are under the age of 21 you are considered a minor

It is political. What do they call the Democrats & Republicans? Majority....Minority? Alchohol, the majority age is 21 above, the minority age, is 20 and below. It is minority because it is lesser, and majority because it is more.
