it all depends on what technology your service provider is using. if your service provider is using intelligent network or internet protocol, it is possible

otherwise dont pickup the phone by seeing the caller ID

I don't know how it is in Canada. But in the United States, a lot of phone companies offer services where you can block certain numbers from calling.
