I am older than 18.
I have got my learner's permit in Maryland.
I want to start learning car driving.

Should i go to any Maryland driving schools to learn or
Any permanent driver's licence holder can teach me?

Are there any restrictions to places when we are learning?
I know empty parking lot is best but are there any restrictions to learn in parking lot etc?

How much does driving schools charge on an average?

For the best learning get a old 4WD & go out to the back roades to learn, or check local laws.
