In some sites I see photos with captions like 30%, 50% and 100% cropped.
How does one know when s/he has cropped 30%, 50% or even 100% of a photo?

If you start with a 3000x2000 image, that's 6,000,000 pixels. If you crop that to 1500x1000 (without changing the resolution), it's now 1,500,000 pixels. 1,500,000 divided by 6,000,000 gives 0.25 or 25% of the original image.

This is how I figure it anyway...

The software called FastStone Photo Resizer 2.4 would be of use to you. It's free at www.faststone.org and it works great!! It can also do batch crops so that you can resize thousands of images instantly . . . I don't mean to sound like an advertisement, it's just this software saved me a lot of time when doing a photo mosaic a few months ago!! Your question raises another question. How can a photograph be 100% cropped - that would imply it had ceased to exist.

why not use google's Picasa2 picture viewer. this is a very nice software for resizing, editing, coloring photographs all in one easy to use software. go check it out and find out how easy to use this user friendly software.
